It ranges from 0 to 1.

The general format for the CUME_DIST function is:

CUME_DIST(expr [, expr] ...) WITHIN GROUP
(ORDER BY expr [DESC | ASC] [ NULLS {FIRST | LAST }]
[, expr [DESC | ASC] [NULLS {FIRST |LAST }]] ...)
