Java Short Number Create toShort(byte[] b)

Description

Converts a byte array of 1-2 bytes to a short.

Parameter	Description
b	the byte array to use

Exception

Parameter	Description
IllegalArgumentException	if the byte array has a length of 0 or greater than 2.

Return

a short having the same value as the byte array. The short is left paddded with 0s.
